The game doesn't see custom mods

Good afternoon, I bought the Gran edition, all add-ons work correctly, but when installing custom mods in the steam workshop, the game does not see them. The game does not crash, it starts as if the mods are not installed, but it says that it has been modified.

What can you do about it? How to solve this?

copy the mods into the mod folder in paradox folder in my documents, it can help. also check if the .json file exist in the mod and if the mod is for the right version
