Does claiming war reparations now require occupying the capital?
It used to be that you could claim war goals if you occupied any state that the other country owns. It seems that is not the case anymore, so does anyone know what the requirement is now? Do I have to actually capture the capital now or I don't get war reparations? I got in a fight with Russia as Japan and I captured Alaska and part of the Russian mainland near Japan, but it still said I didn't have the necessary war goal. I certainly can't capture St. Petersburg since Russia outnumbers me in both army and navy.

It seems pretty unfair that the war reparations goal would require the capital since it gets applied as an automatic counter-claim in some wars and having to capture the opponent's capital is by far tougher than most other war goals. Why would I want to be required to claim the toughest goal possible if the opponent tries to conquer one state of mine for instance?

Anyway, I don't know if that's the case. Just wondered if anyone else knows what the actual requirement is now for war reparations because its certainly not the same as it was.

i think that you need to take the state which the russian seen as "homeland" state, which alaska isnt

their incorporate states doesnt work neither
war reparations ALWAY'S needed that OR you pulverize them enogh to reach 100% exhaustion... it never was anything else. Best way to do that is OBVIOUSLY invade their home teritory and kill off their army's.

A country cannot be forced to concede unless you can get their war support to drop below zero. You cannot make their war support drop below zero if you cannot gain the war reparations goal (and every other war goal you have against them). In my war against Russia I'm not sure what I had to gain to get credit for the war reparations goal and I wondered if someone else knows what the actual requirement is.

I had a chance to fight another war since I posted this thread that I've fought many times in the past to see that it doesn't necessarily require the capital to get the war reparations goal. If I start the game as Sweden and immediately go to war against Egypt to claim Crete and gain war reparations, then all I have to do is defeat the Egyptian fleet and make a naval invasion on Crete then it says I own 100% of the war goals, Egypt's war support is allowed to fall below zero. I hang out on the island of Crete with my troops for a few months and I win the war.

Ultimately these two wars are almost identical. I claim a claim that only requires me to occupy a certain state that belongs to the country I am going to war against and ask for war reparations as well. I gain both war goals by occupying the state (which is not the capital) in one case and I am allowed to win the war and in the other I am not allowed to win the war because occupying that state (and about five other Russian states) does not gain the war goal for war reparations.

In the past I've satisfied the war reparations goal from British East Indies when they tried to claim one of my treaty ports by occupying British East Indies Malaya. I haven't tried that in this latest version so I don't know if that still works or not.

Still hoping someone can offer some clarification so I can figure out ahead of time what I will have to capture to be allowed to win my wars against Russia in the future.

Did we figure this out yet? I think it may have something to do with initiator vs. target.
If you are attacked and your only goal is the automatically added war reps, don’t you need to just keep them initiator from occupying all of their war goals to win and get war reps? I may be remembering wrong BUT in my last game as Mexico, the U.S.A. attacked me and added about 7 states. France helped me a little bit (sent about 30 battalions, thanks France!). I occupied none of US territory and they occupied some of mine but not all their goals. Eventually they got to -100% and I won.

Hi, for me there is change about occupation, you only need like 20 30% of the ennemy capital for a war rep war goal to begun tick below 0

Going for territory or liberate country is much more reliable now than war reparations.
