Can't upgrade mandates?
Is this just me? I can only select a new one not upgrade an already selected one.

It appears to be a new bug introduced in 1.7.2 which at least some people experience.

Known bug from 1.7.2 and they want to fix it later this week.

Its awesome when you need a hotfix for the hotfix. Hopefully we won't need a hotfix for the hotfix for the hotfix. Summer vacation will start soon at Paradox and I was hoping the game would be in a playable state before that.

Feels bad man, had a perfect spain run then patch, then perfect brazil run then bug. I wanted to go trade league, external/freedom of movement and slurp up the world lol. Rip bad luck.

You can upgrade selected ones except for the primary one.
The others can be upgrade by scrolling down and finding them in the list, they show up in there.
The primary one you will have to switch to the opposite primary mandate, then accumulate 3 mandates to go for the level 3 one in one go. It only shows one primary mandate only and always the opposite one currently.
