Kabul/Afghanistan, can't attack neighbors?

I've fixed my economy enough to go from insignificant to regional power, but I can't attack any of my surrondering neighbors. I get "return state" option, without any conquest state, and it says I have no claim for the return state.

What am I missing?

Do you have good relations with them? I think you need to have an interest declared and then also have relations below a certain level for the 'conquer state' play to come up, though I could be wrong. Does government type forbid anything like that? They aren't decentralised nations so I'd think you should be able to conquer state 'em

No good relations. Declared interest is automatic as we're both under Persia region.

You should still be able to start a return state play and claim whatever state it is they control that was historically yours, and then add other conquer states as a war goal though, and spend the infamy etc to make those primary goals too incase the bastards backdown and you only get your original goal - or is it not even showing up for add-goals when you start a play?

I am kabul, rank 61 regional power, can't attack any of my neighbors other than making them tributeries.
Conquest state doesn't appear, and return state is grayed out because i have no claim.

Found the issue, the UI was changed and states diplomacy appears somewhere else.

Ah, nice, I actually did that too when 1.7 started cuz I didn't open that plays tab haha, totally slipped my mind to even bring up
