How do you make Aleksandr Romanov leader of Gentry Assembly (Landowners)? I've got him as my ruler and 25 popularity but seems to be impossible?

Every time I exile the landowners leader a historical character every time replaces him. I have no landowner generals or admirals. Did the devs nerf this tactic by adding historical characters in the background that get picked no matter the popularity of the ruler?

You have to get rid of all the military leaders that have high popularity first before you exile the leader.

They did nerf Russia hard with 1.7 though.

I decided this time to be safe and get rid of even the militarist generals so I have no characters in my nation besides characters in the politicians tab. It always gives me Egor Kankrin who is a protectionist ideology protectionist. My ruler has +25 popularity and Egor has 0. Every time Egor shows up, and since hes a historical character maybe the devs made it so they are always rotated through first? Seems strange.

Already starting out with a hefty bureacracy deficit and only get worse with passing laws. Kicking out generals admirals and trade routes just to get started in positive. Heavens forbid you get a institution like healthcare or police. A ridiculous unbalanced player shackle for Russia.

You players cheesed the Tsar like HOI4 players "had fun" with Spanish civil war cheesing. Just like they completely ♥♥♥♥♥♥ that civil war up out of spite when smelling cheese, they do it again here and make fun into tedious

I think they have closed the option. I have tried it more than 25 times now and every time this Egor Crankin came up.

I noticed a patch note somewhere that said rulers and heirs cant become leaders of interest groups, so its back to just suppressing the landowners while trying to keep above 25 legitimacy.

Prior to Voice of the People the strat was to use the corn laws journal entry to force the leader of the Gentry to become a market liberal. I have not tested this in 1.7 yet but I saw a video in which someone mentioned using the corn laws strat in 1.7 so I think it still works.
