Subjects Political Lobby against overlord seems insurmountable……..
I have a subject and their Liberty desire is increased by "+0.14 from Clout of Political Lobby Interest Groups In Government (x2)"
There is also "+0.02 from clout of Political Lobby Interest Groups in Opposition"
I have two other subjects that do not have this (their liberty desire is decreasing)
The relations are still neutral (currently improving relations).
I have seen some political lobbies that were anti-overlord but at this time there are none at this time. The political lobbies currently are related to France, GB, and the Netherlands (I am playing Brazil).

Oh wait. I see that the Netherlands is supporting their Independence. It must be a political lobby in THEIR country, not mine.
EDIT: If I look at Bolivia's Domestic tab, I see they have a "Bolivian National Union" lobby that opposes me (Brazil, the overlord).
I remember seeing lobbies like that with the other subjects when I first made them protectorates but they are gone now. Maybe improved relations will make those go away?

I have increased relations to the maximum and there is still a slight increase in liberty desire due to their political lobby, which is still there after many years.
So far, it seems stuck there for the forseeable future. I don't see any other way to get the liberty desire to start descreasing. So, I guess if that political lobby never ends, I will just have to grant them independence, wait for the truce to expire, and conquer their states? I am hoping there is something I am missing. Or maybe the political lobby will end. It has been -5 appeasement since the start.

I can't do "Support Regime" (their legitimacy is too high) or "share knowledge".
My prestige is 6x of theirs (I am #7 Great Power, they are #29 Minor power).
So far, it seems like the subjects political lobby against the overlord is a showstopper. Their liberty is still climbing (at 89). When they get to 100 do they just get free independence? Or can I beat them in a war and reduce their autonomy that way? I guess we shall see.

Ok. Bolivia has how reached 100 liberty desire several years ago and nothing has happened. They have fallen to #75 in the world ranking (I am still #7 GP but I am absolutely powerless over them. Something seems wrong....

I eventually got the relations up to Amicable and after a while, I was able to do some of the overlord actions and got the Liberty Desire to start going down 0.13 per week. At that rate it will take 11 years to get their Liberty Desire down to 25 before I can do anything. It has already been 5-10 years since I subjugated them (to protectorate).
To me, this means that making a country your protectorate for any reason other than just having them in your market is a bad way to go. If you have the hope of annexing them, it will take half a century if the anti-overlord political lobby springs. Even just reducing them to dominion or puppet will take decades.

I have come to much the same conclusion as you. Puppets are hard to maintain, especially if you get any infamy from trying to further expand. They end up with negative lobbies against you that are very hard to overcome to continue to push down their liberty desire. I haven't gotten any state to low enough liberty desire that I could annex them since 1.7.

It seems to me like you need to use bonuses from the sovereign nation power bloc if you want to actually get them down to low enough liberty desire to annex them if you manage to make them your puppet. I don't have access to the sovereign nation power bloc because I don't own the DLC and I am not playing Britain so I haven't gotten anywhere trying to annex them.

It is now 1880 and I am playing as Brazil. I got an early alliance with France due to a Pro-France Political Lobby. I used it to break up Bolivia's Confederation quickly and then made Bolivia, Peru, Granada, and Venezuela all protectorates fairly quickly in the game.
I JUST NOW fully annexed Peru and Granada recently and was just RECENTLY FINALLY able to reduce Venezuela and Bolivia to Dominions. Whenever you reduce one, all the others Liberty Desire goes up by 10, and the one you reduce goes up by 50, so it is a long road.
And when I finally annexed Peru and Granada the other two (Bolivia and Venezuela) gained a timed modifier of +0.2 liberty desire. That may be a 0.1 per each annex and right now it is at 3 years remaining (the annexations were fairly recent so maybe a 3-5 year timer).

But, I would say my whole point of this whole thread is that the Political Lobbies don't seem to EVER END, EVER, EVER.
I had a couple that ended but only because the countries they were targeting underwent revolutions that basically resulted in a "different" country.

Puppet was amazing prior to the Sphere of Influence now its not usable as you all said , and I think its a voluntary choice from Paradox so we use the new system of investments , and power block , otherwise we would continue vassal swarm and completly ignore the power blocks.
