What is the patch and what is DLC?
Paradox has in the past told us exactly what was DLC and what was free. I am not finding this information with the sphere of influence DLC/1.7 patch. So far as I can tell myself the DLC has a starting scenario that doesn't come with the patch. Anyone know what else I'm missing?

In example the store page says sphere of influence gives you power blocks and foreign investment, but I can do this with the patch alone, so I don't really know what exactly would I be purchasing.
The game starts with 5 Power Blocs by default, all of which are accessible without the DLC. However, you cannot customize them, and if you want to form your own, you're limited to Trade Leagues, which have replaced Customs Unions (hence why they're available for free).

As for Foreign Investment, you can invest in vassals without the DLC, but not in independent countries.
