Lower Autonomy of Vassals?
What am I missing?
The Netherlands became my Vassal as I desired from a request to support them in a War.
But I haven't been able to make them a Puppet and add them to Pan-Europa....
I don't seem to have any options at all to lower their desire for Independence.

I tried bankrolling them and supporting their interest group thing for a few years but nothing. Bar never moved....what gives?

If you move the mouse over the independence bar's segment that is highlighted you will see a breakdown of what increases and decreases their desire. Generally speaking you want to make sure payments are being reduced, you give them the diplomatic support options, have high standing with them, a prestige advantage over them and increase economic dependence.

The last one means you need to produce more goods (or rather the value of it) they consume than the other way around. Since the Netherlands control colonies with access to resources in South East Asia it might be the case that industries in your nation consume goods they produce. You can also increase economic dependence by building things in their country as foreign investment.

Whatever the cause, the tooltip and the numbers in it should make it clear what the biggest contributing factor to their bar not moving is.
