How do you Trigger Korea's Donghak event?

The dev diaries said the event would pop up upon removing isolationism but nothing happen when I tried that. Are there any other triggers that need to occur?

When egalitarianism is researched, you will see the journal entry.
To trigger, you need to have researched Human Rights, do not have a Isolationism law and be influenced enough by foreign (european) power blocs.

Still have no idea how to get so much foreign influence

Its only Tracking the British Empire with the Foreign Influence for some reason

I would not recommend it right now i tried a few times even if you manage to get the donghak event to trigger to complete it for the achievement you need a demand to be made via a event that has a random chance to trigger after the movement has started... I have done multiple decades on different runs without it triggering at all i hope it will be patched at some point or at least made clear on how it works.
