how to demolish a building?

To demolish a building, I believe you have to nationalize it. You pay compensation for nationalizing. Hopefully this kinda helps if you haven't figured it out yet!

it was the construction sector, it for some reason would not let us demolish it, but then it fixed itself not sure what we did

There's quite a few reasons that prevent you from downsizing. Unfortunately, if you can't, they don't tell you why. They just remove the button.

no, was in mp, he didnt have a rev nor did i, i think we was both in a war, but the button was nowhere to be found. maybe we are both delusional idk but we both searched a while for it then it magically appeared later
