Building Universities are a long term solution, but it's a good idea to have one in every state if you can afford it; there is a Decree that increases Qualifications in a State and you have to invest in the school Institution if you want the freedom to just build anything and have it be able to hire in the future, that can involve Law changes.
A quick guide:
1. You can see pop qualifications in the state green checkmark icon, or when constructing a new building in the plus icon.
2. There are several bugs in the game, so those numbers will be incorrect.
3. Each qualification has multiple requirements and modifiers to growth, including based on your laws.
4. In your case you most probably lack officers, which are severely hampered by Peasant Levies and Serfdom laws and discrimination.
Honestly universities wont help much, literacy and SOL are the biggest factors.
Note that discriminated pops cant become officers or upper strata, so having a high indigenous population will be a problem in colonial states.
Check the qualifications in the state view to see if you are lacking any btw.
