i think this game downgrade SEA too much, why dai vet have little arable land even though they very close to china province with 100+ arable land, and why Indonesia have only 40-50 arable land/province in the most fertile land in the world (java&sumatra), mollucas the biggest export for spice for over centuries only have 40 arable land, sulawesi / land of iron only have 30-40 iron mine, borneo have big rainforest and the logging camp just 40, new guinea have the biggest gold company but didn't have any gold, even formosa/taiwan have 100+ arable land in the small area, japan just as big as java and sumatra combine have more arable land than those two islands. i think SEA need big buff.

I think, that devs have set arable land simply by the amount of pops, so they are not all unemployed at the start. Number of pops they took from history.
So no actual historical amount of cultivated land was taken into account in my opinion.

so why many european country have a lot of resource with little pops, sorry for being salty. In my opinion it's still need buff, for me i seek more urbanization with more resource available.

I remember west coast, i think it's washington and orlando have 100+ arable land with only 100k pops, so pops didn't effect the arable land they just nerf SEA so bad

It is a deliberate choice to have arable land in rice producing regions support more people per unit, and that gets reflected in a lower number for total amount of arable land in rice producing provinces. And when 6 says pops/arable land are taken from history, it can be assumed that the devs would have used different ratios for the New World and the Old World.
As for the starting buff to European countries, V3 starts at the inflection point of the Great Divergence; for the roughly three hundred years preceding the game, Europeans had been able to use global seafaring technology to export violence and extortion while importing plunder and produce. Scholars argue about whether the colonial extraction or the reduction in local destruction was the important factor, but Europe did in fact have that starting advantage over the rest of the world when the coal-powered steam engine came in and set the stage for the events of V3.
