Report a translation problem
There is a hope for a mod, but I'm not sure it will work well with all the new system.
1) You can still control your own "government" construction and spend "your own" money on that.
2) If your pops are autonomously building things - (a) that's the AI, it's your job to work with it; (b) they are building something they want, and will be useful to them, whether you had them in mind or not, with their own money (i.e. it's a good thing); (c) it takes nothing away from you, if you want to build more (with "your" money) you still can, just build another Construction Sector to take up any slack.
(3) Your Pops will also likely be doing a load more other things you don't particularly like, want or choose. An aim of the game is to get the result you want by managing the way your pops do things. It's all part of the game. In fact, it's the interesting / hard part of the game. If all you want to do is manage the build-queue, there are better games out there for you to engage with.
