No Force Recognition in New Update?

I cant find a way to get force recognition in new update, im a major power, im trying only with major powes that have low relations with me, i have no idea whats wrong?

Part of the difficulty of the game is fighting through menu's and obtuse journal entries to find things.

there is a mod look up force Recognition in the workshop and it returns to the old way.
