Cannot annex puppet because puppet doesn't want to

They usually never want to be annexed. What bothers me more is when some tiny protectorate doesn't want it's autonomy reduced.

What country in history has ever wanted to be annexed? It's not about their opinion if u are going to conquer.

before this update/dlc annexing puppets was really easy, just keep good relations, it wasn't much harder then lowering autonomy

So how do we reduce the liberty desire of a subject of ours to make us able to reduce their autonomy or annex them? I see that I can't do it because they have too much liberty desire but I don't know how to change their liberty desire.

go into diplomatic tab, and switch to subject tab. then hover over and see all kinda reasons such as....they have a lobby against you...or your infamy...or their market is isolated....

and even if everything is fine it will decrease at rate of like -0.01 lol

You are only talking about peacefull annexing. I'm talking about missing possibility to wage wars because opponent wants liberty.

to get these idiotic war preventing meters running u can bankroll and use new tasks in diplomacy --> subject tab.

I find it difficult to annex because I have only gotten a subject loyal once. Its always aloof or worse. Their liberty desire is always above 25
