I'd say don't get it for how bad it is, but most of the worst changes are pushed to public free branch so you have to deal with it anyway.
Lots of diplomacy features, ability to form grand alliances and manage subjects, lots of improvements to economy, proper addition of a free market capitalist system and so on.
You get it if you have the expansion pass so in such case the price don't matter.
Ignore the fact that you can no longer see your constructions, the building tab shows the same buildings 3 different tabs, and that your investment pool permanently belongs to the AIs choices, not your own. Very good.

You can no longer see construction currently because of both the construction/buildings tab layout being reworked (very poorly with a worse result), and the new buttons to show construction do not function properly anyway, so regardless of hating that UI, even if you're 1 in 100 that likes it, you can't even use it.
