I did initially break off bits of China - Mongolia specifically didn't produce any agitators for me to pick up. I could just fragment China even more to this end.
It's a bummer. I got to 1910 and I'd successfully gone universal suffrage, but nothing else came. The fact that it's locked behind agitators seems ridiculous
Yes, you're right. There are certain things, like total separation (or even freedom of conscience), that do rely on ridiculous RNG to implement on time. This was the main issue.
The intelligentsia didn't deliver this, despite being powerful, for the entire game.
