For non-war stuff, while keeping up with the techs you need to stay alive also prioritize getting to scout cruisers and at least dreadnoughts. Naval bases seem to give the most Prestige-per-employee.
I believe it's also possible to get the achievement by juicing: run your military spending low to invest in buildings, then go into debt running max wages and min taxes for a few months.
I do think GB can't lose 1st place in the current game without a human player intervening and that they can't currently lose India or break China without a human player intervening either, but you probably are already running into that and know how to deal with it.
