Frontier Colonization as Great Qing?

I'm looking to get Frontier Colonization as Great Qing. Partly because I have Cape Colony, and partly because I want to get some good will with some political groups before I start passing unpopular laws. However, I am not allowed to pass It because a random Qing state (Shandong in this case) has some requirements that lock off the law.

It loos like this

[ ] Any Qing state
- Shandong in a homeland for a Primary Culture of the Great Qing
- Any neighboring state:
- Is Decentralized Nation

I've played another game in which I incorporated Northern Cape, and I'm pretty sure that Shandong is considered a homeland for the Han. So I don't understand why I can't pass the law unless it's specifically asking for Shandong to be next to an Decentralized Nation. In which case, does that mean I would have to fail the Fragile Unity journal entry to cause the state to break up? Or that it's just not possible?

It is a tooltip bug. What it means, is that you need a state that has your primary culture and borders a decentralised nation.
So you won't have it as Qing.

It is displayed like that because it tries to find such state, fails, and to show you the reason selects a random state and displays what conditions have failed on it.
Read this as if instead of "Shandong" there would be "State".

This bordering cultural homeland condition exists for frontier colonization so you can´t just go conquer some African minor, get some African lands that way and start colonizing regardless, you still need one of the original two laws to colonize far away lands.

And I think that´s why you can´t switch to this law if you couldn´t actually colonize any region with it, because (aside from the 50% migration attraction to unincorporated states I guess) this law would be worthless to you.
