How to fill jobs in 3rd World countries?
I annexed a state in Africa, 99% of population is not accepted by my home culture (European Heritage). The state is not incorporated since it would take 20 years to do so.

The state has 1 M population, I built 5 universities (fully staffed). Still the qualification rate is rather low :
Capitalists : 6 / month -> ca 5 K needed for open jobs
Officers : 0.03 / month -> ca 1 K needed for my local army

Is there a way to increase the rate of qualification since lack of Capitalists bottlenecks a lot of jobs and lack of Officers makes it impossible to recruit an army there?

If Capitalist qualifications are the bottleneck, you perhaps have to stick with the first pm on resource and industrial buildings which only requires shopkeepers (at least for a while), or at least don´t use the pulicly traded ownership pm, which requires additional capitalists.


As for Officers, that one is an even bigger problem, as only accepted pops can become officers.
Which can for example screw Austria´s navy hard, as their coastline has rather few accepted pops, or at those accepted pops don´t want to become officers due to already being aristocrats or capitalists I guess.
Once again you can however choose the barracks/naval base pm with the lowest required officers, which I think in 1.5+ only affects training speed anymore (which doesn´t even matter to you if you are bottlenecked by qualifications).

You can use greener grass edicts in the hope of getting accepted and qualified pops to move to your colonies I guess, and if you have the colonial resettlement law, have an advantage in that regard.

I'd say you mostly pray the migration helps you or multiculti gets bestowed on you. Otherwise it's just a very slow build up.

Greener Grass raises Migration Attraction to 125 but since the state is not valid for Mass Migration and internal migration is broken, population growth seems to be mostly caused by birth rate, although there are like 20 K Europeans in the state.

While internal migration is broken, you should use the assimilation decree instead; it's also painfully slow, but at least it does something.

I cannot use the "Promote National Values" Decree on a 3rd world state ... no pops to assimilate. I guess they look for the "Homelands" cultures of the specific state and not for the european culture of my homeland.

Hm, in my game it said "no pops are assimilating" where I couldn't place it but it certainly allowed me to put it anywhere else. Sorry, it's not a real solution anyway. I think while we wait for Paradox to fix the game, the best solution is to release the region as a puppet. You should actually get more migration from your home territories to your subjects right now than you currently can get from states to territories.
