As for Officers, that one is an even bigger problem, as only accepted pops can become officers.
Which can for example screw Austria´s navy hard, as their coastline has rather few accepted pops, or at those accepted pops don´t want to become officers due to already being aristocrats or capitalists I guess.
Once again you can however choose the barracks/naval base pm with the lowest required officers, which I think in 1.5+ only affects training speed anymore (which doesn´t even matter to you if you are bottlenecked by qualifications).
You can use greener grass edicts in the hope of getting accepted and qualified pops to move to your colonies I guess, and if you have the colonial resettlement law, have an advantage in that regard.
I cannot use the "Promote National Values" Decree on a 3rd world state ... no pops to assimilate. I guess they look for the "Homelands" cultures of the specific state and not for the european culture of my homeland.
