If it is just a few hours then the AddOn is probably not for you ...
On the other hand if you spent hundreds or thousands of hours (like some streamers), then the 30 bucks won't be an issue since you saved so much money you would usually have spent on other stuff in the last months or year while you were busy playing Victoria 3.
But if you don't play the game the AddOn won't be of much use to you.
Note :
The Season Pass is at discount at the moment so you should check if you get a better price for "Sphere of Influence" there, especially if you already own some of the other DLCs.
My suggestion, refund Vic3 and stop buying from PDX, they won't learn unless you hit them where it hurts.
Devs have nothing to do with the price, that's the corporate branch that bows to the investors. You can use your advanced sheep brain to tell when things are or are not attached by cause and effect.
Devs are doing great deal for humanity, actually. They want you to finally become an adult. Want to afford their games - get a proper job. Since their games are meh, you may consider stop playing games alltogether.
