Just check how many hours you have played in Victoria 3.

If it is just a few hours then the AddOn is probably not for you ...

On the other hand if you spent hundreds or thousands of hours (like some streamers), then the 30 bucks won't be an issue since you saved so much money you would usually have spent on other stuff in the last months or year while you were busy playing Victoria 3.

Bruh, how many do u think have 100s or thousand hours on this game, maybe 5% mby even lower. So in ur words the dlc isnt worth it for 95% of the playerbase, that says something about the outragous pricing

Wait for a sale if you must own it and don't want to spend much money.
But if you don't play the game the AddOn won't be of much use to you.

Note :
The Season Pass is at discount at the moment so you should check if you get a better price for "Sphere of Influence" there, especially if you already own some of the other DLCs.

Welcome to Paradox DLC policy. It's ♥♥♥♥, people hate it, but still mostly pay full price for their worthless DLC's that aren't' worth the price they are and include mechanics and other novelties that should have really been in the base game.

My suggestion, refund Vic3 and stop buying from PDX, they won't learn unless you hit them where it hurts.
