Report a translation problem
I am wondering if this is a bug or a broken mechanic or if I am somehow missing something, although I am not doing anything differently from previous version where I never saw such an issue once the appropriate laws had been passed to allow for movement.
Let me be clear, I have played Japan a lot the last few days, so both before and after the recent 1.6 update. I am seeing the exact same set of laws and restrictions as before where pops would move between states i.e internal migration - but this is not happening post 1.6. The pops are absolutely refusing to move even after the law changes.
So it seems you might be able to "save" your games by getting Open Borders enacted, otherwise we just gotta wait for a fix for this broken patch.

Other annoying bugs that I doubt are related:
Formations are constantly mislabeled on the map. Wrong type (army/Navy), wrong count, wrong country, etc. It corrects once clicking on a formation and going into the formation panel.
A political movement (National Supremacy in my case) keeps enabling and disabling, filling up the right side of my screen.
I have the same problem, usually when pausing the game and jumping to another region of the map. Once I unpause the game, the labels usually are corrected within a second.
This forces me to unpause-pause the game since v1.6 quite often since the army/navy labels at first glance now are completely random, eg showing a 1 battalion enemy army as size 17 while your own size 10 army is shown as size 3.
