Russia - Offer to Alaska constantly reappearing.
I'm playing as Russia, and I constantly get the offer to sell Alaska to the US, which I refuse, and it keeps happening, making my relationship with the USA keep going worse and worse.
Is this bugged or intended?

And it doesn't seem intended, Russia sold it because it was poor. My economy is great.

There's no war, it just keeps being offered on loop every few months, making me get -20 relationship with the US everytime

thats why i said that when it gets refused they should go to war with u automatically so that wont happen.

Been a long time since I read that decision for the US, but doesn't one of conditions require Russia to hold debt for US to take it? You said your economy is great, so how it firing?

It's pretty normal to be in debt for most/all the game if you're playing optimally, you just out scale the debt by building or pause building every so often to pay debt off.

It's not a demand, but an offer, though. Historically, it was not even a sale, but a lease. This way, both parties secured their deal against possible british interference.
