New barracks not adding soldiers to army

On a new game, I found that though I am constructing barracks to add soldiers to my armies, I find that as each barrack completes my army doesn't grow.
If I am adding a type that already has 6 and I'm constructing 7 barracks, it would read 6 + 7
As I build these 7 barracks, the 6 never changes. In fact, it stays as 6 + 7.

You don't get the new units in your army until the new barracks hires enough people.

The employment may stall if you can't hire enough educated pops for the officer jobs. Raise your literacy rate, build universities and increase military pay.

Try enacting local enlistment efforts decree in the state where the barracks are located.
