Disbanding your army.
I'm playing in the "Learn the game" mode. I figured it's not likely to be attacked early so I wanted to disband my army and save the money to be used for other things and reconstitute the army at a later date. I don't see a way to eliminate barracks. There is no +/- options in the building screen. Is this because I'm in the tutorial mode or am I looking in the wrong place?

Open the army tab, select your army, expand the unit window, and click on the minus button under every unit type.

Although I'd recommend against disbanding everything, but ultimately, it's your choice.

Thanks for the quick reply. I'll take your advice and not disband all (50%). I'm gambling that during a tutorial run the AI is set to minimal aggression (especially for the early game).

just checked, if you start a new game and than select "learn the game" it does indeed set AI aggression to "low". so opponents that dont like you are less likely to attack you.
it also sets AI behavior to "lenient", so diplomacy should be easier in general as well.
