you need it for raw materials for your factories or trade (things like tea and opium are very profitable) plus your people consume these goods as well, and all in all it gives money. Industrialisation didn't happen so easily, you know, it was always exploitation of the countryside so that factories could get workers. Just read how Britain or Germany industrialised.

As you start in the Qing Market and have some unemployed People, I would start with Wood, Iron and Coal. Also going for some Tools (to increase Wood Production and later Mines) and then Factories for Paper, Textile and Furniture.

Agriculture only, when you need the products at a reasonable price. As you have Rice Subsistence Paddies if you do other Agriculture than Rice Paddies, you will increase the unemployed People, as Rice Farms have the highest Employment Rate of them ( I think 10K instead of 5K of the others).

But still, you need some Base in Agriculture Buildings to get Clergyman and Aristocrats at a decent Rate, but that will also increase Landowners, who you want to reduce for some reforms. So its a Balance Act what you need more at the moment.
