Biased law RNG?
I noticed that when you're trying to pass a law, if your enactment chance is low, you're much more likely to get negative events. I've passed laws without a single setback, but the moment I try to get a law passed that has a low enactment chance, I immediately get 3 setbacks in a row no problem. I get that the chance of the law progressing is supposed to be low, but are negative events also supposed to be higher?

If you hover with the mouse over the chances, you'll get a tooltip with a breakup of each option's probability. The lower the success chances, and, conversely, the higher the chances for "stall", the more often you'll get bad events.

Basically, success or advance gives mostly good events, debate is mixed, and stall or failure is often bad. Just be prepared for it and have reserves ready, some bad events can be mitigated with money or bureacracy.

Mostly, though, it's down to Paradox' famous/infamous RNG. I had "debate" trigger a charity event 4 times in a row. Another time, I got 2 minority protests, despite the minority having like 0.05% of my total population.
