Basically, success or advance gives mostly good events, debate is mixed, and stall or failure is often bad. Just be prepared for it and have reserves ready, some bad events can be mitigated with money or bureacracy.
Mostly, though, it's down to Paradox' famous/infamous RNG. I had "debate" trigger a charity event 4 times in a row. Another time, I got 2 minority protests, despite the minority having like 0.05% of my total population.
