What is the requirement to "Return state" casus belli?
Can someone elaborate? I don't want to conquer - I want to return my own land that is temporarily held by the infidels.

it only works if you have claims on their states.

I wish there was a mechanic built into the game where you could start to build a case for a claim. For example, if a state from another country has cultures that mirror your own. Obviously I think it should take a considerable time or conditions to create such a claim.

You only get a claim in very specific conditions, like losing land to revolution or another country. You can safely assume, that all the claims you will have are the ones you have in the beginning or from very special events.

A few example of special event claims for historical play are the US claims toward california, Japanese claims on Korea, or Prussian claims later as Germany. Not many cases outside of historical events currently in the game where you can get claims.

What is and could be "historical" in US - a rebel-led separatist british colony - claming land that belongs to the natives? It's ridiculous, not historical.

I dont know if youre trolling on purpose, but the claims come from the historical "Manifest destiny" and the expansion to the West. It doesnt have anything to do with historical in the sense of things that happen before in the game, or in the world before the game starts. Also, the claims are not on land owned by the natives, but on land on by the mexican empire.

There's a fun little exploit to get a claim. If you own a part of a state, even if it's just a treaty port and this territory revolts, then you get a claim on the entire province.

I lost California, Utah, Colorado, and Nevada in 1898 to the US as Mexico, tried to get them back 4 years later but had no return state wargoal. To get back the exact same territories I lost 4 years prior would have cost me over 100 infamy, this game genuinely baffles me.

The dev team is small so lots of stuff just doesn't get done.
