Why aren't rural folk in support of it?

who knows, it generally supports only some laws, mostly economic like abolition of serfdom and per capita tax. It seems that in most things rural folk is in "unprogressive" camp with devout and landowners as compared to the "progressive" camp of intelligentsia, trade unions and industrialists.

They have no meaning to any distibution of power, neither good or bad. Maybe cause they are used to not being asked for centuries.

If so, they wouldn't tend to census suffrage, cause it has a +15 Wealth threshold for voting.

The rural folk mostly consist of farmers, are yours that rich?

Actually the tooltip descriptions gives you an answer:
"Literate men of particular status is given a vote."
And as mentioned before, there is an threshold.

But @passover:
Not only Peasants but also even Farmers are mostly supporting Land Folks and mine are 1903 at an average wealth of 23. So the question is quite fair, bc i defenitely would support that law if it gives me a right to vote.
