even i cant from north german confederation becouse there is no task of it on diary and also i dont get event of "iron chancellor otto von bismarck"

It is very likely because there is a bug where the Confederation of the Rhine forms even if the AI does not own all the provinces. As long as it exists you can't form Germany. Look on the map if you can find it.

C. Gather at least 14 of the 18. North German states.
