Since this is early game the iron mines in that state are on the first PM, so they have shopkeepers as the owners. If you pull up the tool tip on capitalists it states that shopkeepers/engineers have an easier time becoming capitalists.
So if you create a new building that needs capitalists, some of your pops will start promoting into those new jobs based on their literacy and wealth, with shopkeepers/engineers having an easier time. Which then has a domino effect since if a shopkeeper becomes a capitalists, then another pop has to promote to become a shopkeeper.
Also since it is not really stated in game, for mines/logging/fishing/factories the first PM = shopkeepers as owners. Second PM or higher = capitalists as owners. Unless you are communist.
E.g. logging camp Simple Forestry = shopkeeper owners, Saw Mills = Capitalists
Just build the Logging Camp.
You have a university which provides "Qualification" so that people can change into new jobs. It may take some time.
