Please help me understand mobilization limit

I can't get my head around the following ... can anyone please explain.

Playing Serbia, when enacting professional army it says: 2 battalions can be mobilized.
But I can with no problem create more battalions than that ... e.g. went to war with 12 battalions mobilized.

e.g. national militia would allow 13 battalions to be mobilized.

What am I missing?

That's just the conscript battalions you can raise. It has no relation to the amount regulars you can have. Though the law does change that. For example professional army allows you to have up to 100 barracks in a state, while peasants levy is 25, national militia 5.

I see, so this is for conscripts not for regular battalions.
