So I would try to build a farm (Yes I know, you don´t want to hear it). Reason is, that you push down the prices for the goods of the subsistence Farms and make them less profitable and therefore the income of the peasants lower so they are willing to change jobs to Farm and later to the Mines and so on.
Also building Farms reduces the arrable Land available for Subistence Farms so that may also be a Strategy to push them out of these jobs, depending on the Number of arrable Land on Hokaiddo.
Works also when aristocrats have huge sway due to wealth from farms.
Salaries of 4x the subsistence farms (as was my case) isn't enough to attract peasants to factories, it would be better refrain from talking about a subject you don't understand.
So you can only insult People and have no constructive answer to the Problem?
The peasants have low Qualifications. First you bring them into higher Jobs in Farms etc. and then they get more Wealth and Qualifications to take over Jobs in Mines and Factories. No peasant can automatically qualify for higher jobs.
And you continue saying things you appear to have no knowledge of...
I suggest paying more attention to the game social classes and their prerequisites, then you come give your constructive answer.
My constructive answer is that there is something weird on how job satisfaction is programed and it need to be fixed.
