Usually you always want to sub railways and power plants.
Playing brazil, still got alot of jobseekers, i think its a wage issue, I think if they factory or places were workerable they would get their desired wage.

You likely do not have the workers to begin with!
I do, i did just fix it, not all my motor workshops had auotomation and they for some reason compare wages to other states with the same buisness.
Ok wow, i thought all this time jobseeker meant unemployed.
Yeah I have no idea how to balance it, I even tried setting motor factories to reduce cost but doesn't work well.
