What does everyone do with africa?
Do you make state colonies to take it over or incorporate its territories or stay unincorporated to extract resources, what the best way to tackle it?

Early on, colonizing; mid-game, puppets; then annexing, since the AI is too dumb to build oil wells and rubber plantations.

Only after the colony is at least somewhat developed and is able to support itself in basic matters like food&necessities, taxation, administration, construction, infrastructure, etc. Also, if the colony has strategic resources like oil or rubber, fully develop them first.

Colonial admin will remove a bunch of discriminated pops, which is great if you have already built up the provinces. Once you get multiculturalism, you can annex the puppets back (or when you need to build oil wells)

I made a colony in Congo and regretted it. They were very slow to expand the colony, I wonder if they have the same tech and institutions, which most likely they don't, but the issue is they had a revolt and lost much of their land and that was grabbed (colonised) by England. So not worth it, just keep it under your control.
