How to raise clout?

Can anyone help me with clout? I believe something changed in the new updates because prior to patch 1.5 bolstering your interest groups was enough to get your clout to grow over the years and easily become the majority group. However, now when I do that it doesn't really seem to have much of an effect. Whats the most effective way to raise clout for my group? For example if I wanna raise intelligentsia, should I just build arts academies to raise the number of clerks, 40% of which are intelligentsia? Are there other methods? Thanks!!!

Intelligentsia was nerfed if I remember correctly, so they're harder to raise clout with, otherwise it mostly works the same as it did before.
