Even with subventions and the "greener grass" edict, it's almost impossible. That tiny strip of land simply doesn't have the manpower.

The only workaround is to annex the whole province.

It needs a good source of worker migration (non-discriminated, very poor, no jobs in their province) and a huge surplus of said workers. Even then, it'll take many years. The idiotic devs forgot to add revenue to the canals, so despite subsidies, the jobs still aren't particularly attractive.

Panama Canal is easy to fill. Yes it does take a few years but easy to fill and get the company going. How expensive are input products for it in your market? What is Panama’s standard of living? Are you using the Greener Grass campaign? How connected is Panama to your market and what is its infrastructure level? Are you subsidizing it? Do you have Pops who could work there (ie they are qualified) happy elsewhere during the hiring process and not tempted enough to work there? Do you have enough qualified Pops there? Also do you have the entire state of Panama or just the treaty port?
