Is this how it's supposed to be?

maybe, some things just last for some time on their own like "autocracy, religion, nationality" and such

I think it progresses if you have the army in your government.

If you mouse over the appropriate words, it explicitly tells you what the requirements are for going up or down a tick.

Thanks. Before today, I didn't know there was a detailed journal page from the journal list. The info from the tooltip is different from the info in the details

it says having armed forces 'not in government' should tick it down by 1 per month but it doesn't, it just stays at 50%
