Im not sure if I understand you corectly, but I want to keep my other colonies which I could cancel (like in Africa) and cancel those where it doesnt let me)
Diplomatic lens at the bottom of the screen. It should open directly on the Regional Actions. You can cancel or add colonies there, but I think if you're in a diplomatic play/war, you cannot make any changes, you have to be at peace.
Maybe you established colonial administration. In that case you don't have control over colonization anymore.
