I can't build naval bases

I'm playing as Cuba which hasn't got any naval bases and when i try to build one, I click on the button to build it nothing happens. what could the problem?

You can't build naval bases if you don't either produce or import warships. To solve this issue you need to either have a working military shipyard or import man o'wars or ironclads depending on what kind of ships you're going to employ in your navy.

having this issue too, I built a military shipyard and subsidized it so it's producing man o wars, but I still can't build any naval bases.

There should be a tooltip explaining why you can't.

Do you have a fleet? Did you create a fleet?

I managed to build a Naval base after creating a fleet, importing Man-O-Wars, and then in the military tab went to Navy > Clicked on the icon for my newly created fleet > then clicked the option to add more frigates to the fleet.
Then it allowed me to select where to build a naval base.
