tooling workshop hiring issue
I picked up the game 2 days ago, been consistently having issues that i don't see youtubers having despite literally following their video step by step and not seeing the same results under similar situations.
My latest run for example, started a japan game, just as a test, did nothing but set it to 5 speed, queued up 1 toolshop and a bunch of logging to fuel it, it has the input resources, it doesn't seem to matter how much demand there is for tools though because the toolshop never hires more than 30 people even though i watch the wages bottom out and refuse to drop further, there's more than enough qualification, more than enough workforce available, and i watch the cash reserve jump between 3000$ and 0$ every week on a weekly basis.
To the best of my understanding, ive not done anything incorrect here, so why wont the building hire?

sounds like a demand issue to me. japan is very feudal and peasants don't wan't to leave their farms unless the wages are worth it. low demand= low wages. workshops also limit how many people they try hiring per week if there's no labor, try playing around with subsidizing the workshop.

couldn't subsidize on account of being early game japan, as far as demand goes, i tried adding iron, coal and making my logging camps sawmills, but that combined like 120 tools demand didn't seem to have any effect.
like i said, i accounted for supply and demand, both in product and in workforce, whatever is causing this isn't being told in game in any way.

You don't need to build logging camps for a tool shop, just use saw mills to increase wood production, do it in the local state first btw.
A low local wood price means they don't need expensive tools to keep up with demand.
Only build logging when the local prices/demand start to creep up or if you are adding construction sectors.
