Cannot build flotilas to add to a fleet

So I have built military shipyards, they have in theory all they need to produce ships, but when I try to add ironclads or manowars or frigates, it lists no provinces as being suitable because 'province has no supply of ironclads required for ironclads.'

I do wish the new economic system actually gave you understandable tooltips to explain why you cant do something and how to do it.

Another guess - may be there is no space for new naval bases? They are capped.

No mods. And there are zero naval bases, and the cap is around 40

Ok so I had to subsidise the millitary shipyards so they made some ironclads so as to make the flotillas. Then since the demand now existed, i could unsub them. What a weird thing to have to do.

Ah, yes, the market does not register the good until at least some orders appear. Another option is to import it for some time.
