People refuse to go to work
Playing russia and despite having serfdom, i cant seem to force people to go work in the mines. Despite the 30 million peasants and the demand for like 400k iron miners, AND the mines being highly profitable. We just cant get people to do the work, and as such my economy is stuck in permanent limbo.

Without iron there is no steel, there is no tier 2 tools, no tier 2 construction, no railcars, no railroads.

WHY CAN A COUNTRY WITH SERFDOM NOT FORCE THE SERFS INTO THE ♥♥♥♥♥♥♥♥ MINES? Into the factories, into the woodcutters, tool workshops, everything?? Nobody has a job, despite jobs being jobs being available in the millions. What am i missing and why isn't the game telling me?

Maybe those iron mines are in provinces with very low population.

Because serfdom is a system wherein serfs are bound to the land and are thus beholden to the landowner, and not allowed to leave?

oh look, steam "users" who dodge the completely legitimate concerns of a guy who cant get any of the 400k peasants in perm to use an iron mine. Go back to bugfixing guys stop masquerading as normal people

You refuse to listen, refuse to provide basic respect when you clearly feel entitled to much more than that, why would people try to help you at this point?

Which tech level are those mines at? Start with picks and shovels, since more advanced options require skilled workers. To have those, you need higher literacy and universities.

1. The first production level in a mine, "picks&shovels", requires merely 4500 laborers. Those are unlearned workers, and any peasant should know how to dig.

2. The second level, "atmospheric pump", needs only 4000 laborers and also 500 machinists to operate the simple steam engine. Those specialists need some basic skills, at the very least, which means you'll have to raise the literacy level. You see, there's a trick, the employment is proportional. Without enough literate machinists, you can't hire the laborers.

3. The third level, "condensing engine pump" is already high-tech for that era, and you have to hire more machinists and additionally, 250 engineers who'll operate it. This requires a high literacy level, and preferably an university as well.

I never knew this, this maybe now is why im struggling when i switch production methods ffs

Currently clergy and aristocrats are super satisfied in subsistence buliding because they get a lot of dividents. As a result a lot of qualified people are inaccessible. And as buildings have to hire equal percentage of all qualifications nobody is hired even if there are 1M peasants in the state.
I'd say that currently hiring is just broken. Quick fix for devs would be making subsistent workers to be always willing to go to real buildings.

On one hand, this is historically accurate. The enclosure movement in Britain was nearly a civil war, or, rather, a war to drive the rural folk off their lands to set up organized agriculture, especially pastures.

On the other, in terms of game balance, this sucks, because you don't have the tools to do the same.

The only workaround is to construct agricultural buildings. This will drive the rural folks off, since it'll use up arable land, thus downsizing subsistence farms. They also can't compete with the prices which the organized agriculture achieves, so this'll lower the landowner's income as well.

Thank you for providing an answer, i hadn't considered the education level of my workforce. I had only looked at available jobseekers and building profitability. Super helpful.

On your comment about my behavior, the people i was responding to obviously were not trying to help because their statements ignored the entire point of the thread.
