Your workers are maybe not qualicicated enough. They wil do over time, but slowly. The pops are not only seperated in lower, middle and higher class and jobs like farmer, mechanists, etc. Their is also a tech-qualification. So a new worker can not handle the high-tech machines.
And while farmer, etc is education so the lack in your case is qualification. I had such a problem too. I build up a huge army, but my barracks were empty. But if i wanted to build more, the game said, their are still enough workers available. But they were not recruited. And the game qualifies the workers i think for priority settings and soldiers have not high priority.
But generally: having this behaviour against people who wants to help you (even if their advise do not solve your problem) is unacceptable. If you do so in RL too, nobody will every give you an advice.
2. The second level, "atmospheric pump", needs only 4000 laborers and also 500 machinists to operate the simple steam engine. Those specialists need some basic skills, at the very least, which means you'll have to raise the literacy level. You see, there's a trick, the employment is proportional. Without enough literate machinists, you can't hire the laborers.
3. The third level, "condensing engine pump" is already high-tech for that era, and you have to hire more machinists and additionally, 250 engineers who'll operate it. This requires a high literacy level, and preferably an university as well.
I'd say that currently hiring is just broken. Quick fix for devs would be making subsistent workers to be always willing to go to real buildings.
On the other, in terms of game balance, this sucks, because you don't have the tools to do the same.
The only workaround is to construct agricultural buildings. This will drive the rural folks off, since it'll use up arable land, thus downsizing subsistence farms. They also can't compete with the prices which the organized agriculture achieves, so this'll lower the landowner's income as well.
Thank you for providing an answer, i hadn't considered the education level of my workforce. I had only looked at available jobseekers and building profitability. Super helpful.
