Agrarianism and Infrastructure

When using the direct investment pool game rule, what counts as infrastructure under agrarianism? I'm going bankrupt and I was hoping I could build some ports to help get some of the funds from the investment pool, but those don't seem to count. The only thing that seems to count are railroads, but then why doesn't it say "railroads" instead of "infrastructure"?

it should be things like farms and plantations

Oh, right, farms and lumber also count but I'm trying to take power away from the land owners/shogunate. That is an option of course.

In this case agrarianism won't help you although it's an option when you are trying to get away from traditionalism and land tax.
