I accept the occasional Lv20 Art Academy in Hokkaido as the price to pay for my upper class funding a significant part of construction.
I liked the idea, but when the private sector started spamming railways I had enough of its foolery.
Really, this job satisfaction thing is the literal example of don't fix what isn't broken, build factory, it doesn't have workers so it doesn't have production, not having production it isn't productive and can't offer better salaries and therefore can't hire workers, ad infinitum...
The AI sees this and goes: just spam the building, that will convince them to work there
