Becuase private AI chooses poorly, so this feature is not well done, even so devs themselves added an option to toggle it off.

I liked the idea, but when the private sector started spamming railways I had enough of its foolery.

I play with it on but with the new job satisfaction and jobseeker mechanics the AI is even more lost than the usual and I see myself disabling it on future saves just because of this issue.

Really, this job satisfaction thing is the literal example of don't fix what isn't broken, build factory, it doesn't have workers so it doesn't have production, not having production it isn't productive and can't offer better salaries and therefore can't hire workers, ad infinitum...

The AI sees this and goes: just spam the building, that will convince them to work there

ON, the investment pool is a big boon, even at the start of the game it gets millions and can fund hundreds of k of construction goods even in the first few decades of the game.
