Manpower changes. How do I refill my mobilized divisions?

I'm brazil and trying to fight the Peru Confederation and after 3 years i've finally surrounded them in a small area but I cant advance any further as my units have 2k manpower out of 15k and dont seem to go up. I just changed my barracks to use the training option (was on nothing). Is that the only way to increase manpower gains or is there something else I can do?

this is the way. Its something i noticed while playing in ethiopia where i could dominate neighbors only to suddenly get steamrolled due to low manpower. The training rate is super slow early on even with enlistment efforts active, so you really need to watch your unit count early on, otherwise youll suddenly find you cant even defend in mountains anymore.

I think conscripts also train faster than regulars. It's also dependant on barracks size, so a 100 size barracks trains more per week than a smaller one. With enlistment efforts, you can instantly create a very large conscript barracks which basically negates most manpower issues I found.
