Report a translation problem
Some add real value, others are just cosmetic.
Ex:
- Dawn of Wonder is a cosmetic DLC, it's beautiful but doesn't add any value to gameplay.
- Voice of the People AKA region pack, is just adds extra agitators and some content for France. Adds little value unless you play with France.
- Colossus of the South is a region pack, adds content for South America. Adds little value unless you play with South America.
- Melodies for the Masses is just music pack, good to have but doesn't impact gameplay.
- American Building pack is just visual pack, usually worthless unless you like fancy 3d models.
- Sphere of Influence is expected to be the 1st "real expansion" and should bring game changes.
That mean I will pay a little more for cosmetic but drag down Sphere of Influence drastically.
Or maybe it can also be read as 35.24 for Sphere of Influence since other DLC doesn't seems worth much?...
I'm more incline to wait because CK3 is also have DLC discount on both Chapter 1 and 2 and it pretty much come down to paying a little over $9 for each and all current DLCs.
To be fair, Colossus wasn't originally planned, they added it into the DLC pass.
To me personally, Colossus is a must-have as someone who mostly plays with South America, but doesn't add any value for people who plays with other countries.
As someone that's fascinated by the Paraguayan War (or War of the Triple Alliance) i bought it, plus this is the most interesting era for South America. It depends on if you care about South America.
I think this is a good move to make the game feel less soulless by Paradox though.
Just make sure about what you want. We can apply the same rule for CK3 and other Paradox games.
Expansions (CK3) ~ Expansions (Vic3) -- Usually Tier 1 to buy
Flavor Pack (CK3) ~ Region Packs (Vic3) -- Usually Tier 1 to buy IF you play those nations, otherwise Tier 3
Event Pack (CK3) ~ Immersion Packs (Vic3) -- Usually Tier 2 to buy since adds contents without changing gameplay too much.
Music/Radio/Unit/Visual packs -- Optional, usually doesn't worth the price individually.

That being said, there is not much in the actual other DLCs except little things that you will need if you do play V3. For instance, in the VotP DLC, which is utterly bad, there is a small mechanic absolutely needed : the possibility to make an agitator a General which is a game changer in some Campaigns. I don't have tried Colossus of the South yet so I can't tell about it.
Personnally, I don't like V3 at all to date. I stopped playing it since the release od VotP. But the last update (today) is promising on several aspects. However I'll stick to my feeling and will wait untill Sphere of Influence at least.
All in all, I prefer CK3, by far (and any other PDX title by the way), so I totally understand your hesitation. If I were in your position knowing what I know about V3 & CK3, I'd rather buy CK3 expansion's packs, both if you can. Chapter 2 is definitly amazing and gives CK3 its full scene, and Ch1 brings a lot of details with Royal Court that interacts with Tours & Tournaments, plus two good region packs.
Yea, V3 is a real struggle for me, I just played a couple days ago and I really appreciate the 1.5v, but then in the same time there's just still so many thing that is missing, like other country doesn't build or produce much, essentially you are competing with yourself. The AI still need a lot of work.
Also the RNG can be annoying from time to time. I'm not even talking about passing law. I love playing Japan, in fact I only play Japan, the process of getting Shogunage off is already pretty lengthy.
In the most recent play through, I had it's support % drop to like 16%, but randomly my Intelligentsia decide to break off a winning party and join the Shogunage, literally bump it back to 25%, I was so confused and frustrate at the same time.
I really like Vic 3's historical background and the way it plays, but it's still need so much polish that in the same time really discourage me to buy any DLC.
I agree. V3 is rather confusing still. I guess PDX has an Ambition here but the game is not yet well enough crafted at the moment, especially speaking about the AI as you mentioned. But many players enjoy it already, so maybe it's me.
