How to build barracks now?
I cant build barracks anymore, they pop upo at random in some states, how i do define how they get build and were? Thanks!

Now if only they would improve the stupid user interface.

It's impossible to upgrade the units of a specific province.

I can´t add any unit, It says I have any province barrack to add more, they are full.
