Is Victoria 3 more noob friendly?
I had tried to play Victoria 2 back awhile ago and really struggled to learn it. Same thing with CK2, however CK3 i have down pretty good. So is V3 easier to learn then V2?

The UI is significantly cleaner for the most part. Most anything you're unsure of will have a tooltip to read into by hovering it. So long as you take the time to learn and understand the political system and how the economics works you should be fine.

I have played CK2-3, Imperator Rome, EU IV and HOI4 for a lot of hours. Tried vic 2 but didn't get enough fun and just started vic 3.

I believe you are good if you could play Ck3, Vic 3 is not that much harder. However, the focusing areas of victoria is much different than other paradox games. Like in Ck you are focusing on character development and relations between other characters. In Eu it is mostly foreign affairs and diplomacy. In Hoi it is almost totally warfare.

In victoria game is based on internal affairs and economy. Since I am also beginner in this one, trying to figure out how can I manage those. Unfortunately the experience from other paradox games will be worthless since Vic 3 does not have character or exclusively warfare focused, foreign affair however might be useful.

I am not sure if it's harder or easier than vic 2 but totally think it will satisfy more while playing.

The simple answer is, "Yes" it is, the game has very easy to understands mechanics which don't require much thought in them to have "fun". and can be then micro, and macro managed for players who do wish to engage further, or achieve perfect ratios of production or values.

People also have their own standards of living, which can be helped/hurt - you can create (With a ton of effort, but it is possible.) a lot of different and varying outcomes.

...bad though, and will not provide much of, anything, production, trade, challenge.

Would I suggest the game?

Vic 3 is hugely easier to learn than Vic 2's lack of tool tips and explanations for everything. I would rate Vic 3 as about the difficulty to learn as CK3. By its nature, CK3 has more hidden features and less transparent information.

cap, vicky 2 was very easy to learn

If someone came from other pdx-games beforehand, yes. Totally. It was intuitively in its approach.
If someone never played any pdx-game before trying Vic2, though, I can see, why they might have struggled. At least to some degree in regards to getting good at it. The core gameplay, indeed, is easy to grasp.

When it comes to Vic3, now - well. If you ever played a mobile clicker game, you're good to go.

It's designed to be very short for the genre, and that lowers the stakes on learning. In EU you can screw up a game that you've been playing for a month, and deciding to play through your mistake to see if you learn something could commit you to another month.
Put the same amount of time per day into V3 and it's weeks instead of months. It does ask you to ignore some of the things that grand strategy games 'normally' teach you about how grand strategy games are 'supposed' to work, but if you've played a bunch of CK3 you've already been through that, just be ready to get your expectations adjusted again.

For me it was indeed up to a month for a run in eu4, but in vic3 it’s just days.

Looking at my backup save log says that was my normal pace too, but my Third Way run was two months after completely scrapping a three-week attempt and my world conquest attempts started at the beginning of August and ran until mid-January. With V3 I'll never have to do anything like that to myself, I can redo a whole run and feel like I've lost relatively nothing; the impact of that on learning the game new can't be overstated.
