Japan Bureaucracy Law Question
Good afternoon everyone, I have a small issue that I am not sure if it is a bug or something.

I am currently playing as Japan and I wish to change the Bureaucracy Law from Hereditary to Appointed.

However for some reason, Despite the Landowners having a 'Neutral' stance on Appointed Bureaucrats, I am finding that they Oppose the law when it comes to enacting it. No leader associated to the Aristocrats has any opinion on it.

The trait that says they are Neutral is the Paternalistic trait of the Faction. It states
Hereditary - Endorse
Appointed - Neutral
Elected - Oppose.

Might you be mistaking the leader of the country with the leader of the Landowners? (They are different)
The person in the IG list in the politics screen next to landowners is the leader.
Every interest group will always oppose a shift away from their most desired policy.

So in the case you describe, the landowners currently have hereditary, which they endorse. Shifting to appointed is less ideal for them, therefore they oppose it.

It doesn't quite sound like that in the way it's described, but that's functionally how it works. So if you were at appointed, they would oppose elected and support hereditary. Think of it like rungs on a ladder, they always support going up, and always oppose going down, even if they are ok with sitting on the middle.
Understood, so basically Its just the UI and tool tip that are misleading and not explained very well. Thank you :)
